He is the guarantor of the <\/span><strong style=\"font-size: 16px;\">presence of the State<\/strong><span style=\"font-size: 16px;\">, the <\/span><strong style=\"font-size: 16px;\">maintenance of public order<\/strong><span style=\"font-size: 16px;\">, the <\/span><strong style=\"font-size: 16px;\">implementation of laws<\/strong><span style=\"font-size: 16px;\">, and the <\/span><strong style=\"font-size: 16px;\">coordination of regional public services<\/strong><span style=\"font-size: 16px;\">.<\/span><\/p>\r\n<div>\r\n<p>He is appointed by <strong>Presidential Decree<\/strong>.<\/p>\r\n<h2>Role and Missions of the Governor<\/h2>\r\n<p>The powers of the Governor are defined under <strong>Articles 4 to 15 of Decree No. 2008\/377<\/strong> and fall into <strong>five main areas<\/strong>.<\/p>\r\n<h3>1. Representation of the State<\/h3>\r\n<p>The Governor:<\/p>\r\n<ul>\r\n<li>represents the State in all acts of civil life and before the courts;<\/li>\r\n<li>ensures the institutional presence of the State throughout the Region.<\/li>\r\n<\/ul>\r\n<h3>2. Maintenance of Public Order<\/h3>\r\n<p>He:<\/p>\r\n<ul>\r\n<li>ensures compliance with and enforcement of laws and regulations;<\/li>\r\n<li>guarantees security, social peace, and stability;<\/li>\r\n<li>exercises authority, within the framework of the law, over the police, gendarmerie, and armed forces.<\/li>\r\n<\/ul>\r\n<h3>3. Coordination of Decentralized State Services<\/h3>\r\n<p>The Governor supervises:<\/p>\r\n<ul>\r\n<li>civil State services in the Region (excluding the judiciary);<\/li>\r\n<li>the functioning of public administrations placed under his authority.<\/li>\r\n<\/ul>\r\n<p>He is <strong>ex officio chairperson<\/strong> of administrative and technical commissions attached to decentralized State services.<\/p>\r\n<h3>4. Regional Development<\/h3>\r\n<p>He ensures:<\/p>\r\n<ul>\r\n<li>the implementation of economic, social, and cultural development plans;<\/li>\r\n<li>support for regional planning and assistance to local authorities.<\/li>\r\n<\/ul>\r\n<h3>5. Regulatory Powers<\/h3>\r\n<p>He issues:<\/p>\r\n<ul>\r\n<li>orders and decisions within his area of competence.<\/li>\r\n<\/ul>\r\n<hr \/>\r\n<h2>Organization of the Governor\u2019s Services<\/h2>\r\n<p>The Governor\u2019s Administration is structured around <strong>four main units<\/strong>.<\/p>\r\n<h3>1. Private Secretariat<\/h3>\r\n<p>Placed under the authority of a <strong>Private Secretary<\/strong>, appointed by decision of the Governor, it is responsible for:<\/p>\r\n<ul>\r\n<li>managing confidential correspondence;<\/li>\r\n<li>handling the Governor\u2019s reserved matters;<\/li>\r\n<li>maintaining communication facilities.<\/li>\r\n<\/ul>\r\n<h3>2. The Governor\u2019s Cabinet<\/h3>\r\n<p>Headed by a <strong>Chief of Cabinet<\/strong>, it includes the following services:<\/p>\r\n<ul>\r\n<li><strong>Communication Service<\/strong> (regional image, press relations, documentation);<\/li>\r\n<li><strong>Protocol Service<\/strong> (ceremonies, honors, consular relations);<\/li>\r\n<li><strong>Security Service<\/strong> (personal protection, arms management, liaison with law enforcement agencies).<\/li>\r\n<\/ul>\r\n<p><strong>Overall missions:<\/strong><\/p>\r\n<ul>\r\n<li>organization of missions, travels, and audiences;<\/li>\r\n<li>processing of special files;<\/li>\r\n<li>management of the Governor\u2019s security.<\/li>\r\n<\/ul>\r\n<h3>3. Regional Inspectorate General of Services (RIGS)<\/h3>\r\n<p><strong>Role:<\/strong><\/p>\r\n<ul>\r\n<li>internal control of the Governor\u2019s services, Prefectures, and Sub\u2011Prefectures;<\/li>\r\n<li>evaluation of the performance of decentralized services;<\/li>\r\n<li>fight against corruption;<\/li>\r\n<li>organization of inspection missions and drafting of reports for the central authority.<\/li>\r\n<\/ul>\r\n<p>The RIGS comprises:<\/p>\r\n<ul>\r\n<li>one Inspector General;<\/li>\r\n<li>two Inspectors specialized in prefectoral administration and technical services.<\/li>\r\n<\/ul>\r\n<h3>4. General Secretariat of the Governor\u2019s Services<\/h3>\r\n<p>The <strong>Secretary General<\/strong> is the Governor\u2019s principal collaborator. He is a senior civil servant appointed by Presidential Decree.
