It is headed by the <\/span><strong style=\"font-size: 16px;\">Senior Divisional Officer (SDO)<\/strong><span style=\"font-size: 16px;\">, a senior civil servant appointed by <\/span><strong style=\"font-size: 16px;\">Presidential Decree<\/strong><span style=\"font-size: 16px;\">.<\/span><\/p>\r\n<div>\r\n<p>The SDO is the guarantor of <strong>public order<\/strong>, the <strong>implementation of laws<\/strong>, the <strong>monitoring of public policies<\/strong>, and the <strong>coordination of civil State services<\/strong>.<\/p>\r\n<p>His powers are defined under <strong>Articles 35 to 50 of Decree No. 2008\/377<\/strong>.<\/p>\r\n<h2>The Role of the SDO<\/h2>\r\n<p>The SDO performs <strong>five core functions<\/strong>.<\/p>\r\n<h3>1. Representative of the State in the Department<\/h3>\r\n<p>The SDO:<\/p>\r\n<ul>\r\n<li>represents the State in all administrative and judicial matters at the divisional level;<\/li>\r\n<li>embodies State authority throughout the entire divisional territory.<\/li>\r\n<\/ul>\r\n<h3>2. Maintenance of Public Order<\/h3>\r\n<p>He:<\/p>\r\n<ul>\r\n<li>ensures security, social peace, and enforcement of laws and regulations;<\/li>\r\n<li>exercises authority, under regulated conditions, over the police, gendarmerie, and armed forces.<\/li>\r\n<\/ul>\r\n<h3>3. Coordination of Decentralized State Services<\/h3>\r\n<p>Under the authority of Ministers and the Governor, he:<\/p>\r\n<ul>\r\n<li>supervises all decentralized civil services (excluding the judiciary);<\/li>\r\n<li>is <strong>ex officio chairperson<\/strong> of divisional administrative commissions;<\/li>\r\n<li>receives copies of all ministerial instructions addressed to divisional services.<\/li>\r\n<\/ul>\r\n<h3>4. Steering of Divisional Development<\/h3>\r\n<p>The SDO coordinates:<\/p>\r\n<ul>\r\n<li>economic, social, and cultural public policies;<\/li>\r\n<li>continuity of public service delivery within divisional administrations.<\/li>\r\n<\/ul>\r\n<h3>5. Supervisory Authority over Councils<\/h3>\r\n<p>He:<\/p>\r\n<ul>\r\n<li>exercises State supervisory authority over councils;<\/li>\r\n<li>controls the legality and regularity of their acts;<\/li>\r\n<li>monitors the functioning of council\u2011run public establishments.<\/li>\r\n<\/ul>\r\n<hr \/>\r\n<h2>SDO Deputies<\/h2>\r\n<p>SDO deputies:<\/p>\r\n<ul>\r\n<li>assist the SDO in the performance of his duties;<\/li>\r\n<li>conduct studies entrusted to them;<\/li>\r\n<li>coordinate the activities of Divisional Officers;<\/li>\r\n<li>ensure interim leadership of the SDO (First Deputy).<\/li>\r\n<\/ul>\r\n<p>The <strong>First SDO Deputy<\/strong> is legally empowered to automatically replace the SDO in the event of absence or temporary incapacity.<\/p>\r\n<hr \/>\r\n<h2>Organization of the SDO\u2019s Office<\/h2>\r\n<p>The SDO OFfice comprises <strong>six main units<\/strong> supporting divisional administrative leadership.<\/p>\r\n<h3>1. Private Secretariat of the SDO<\/h3>\r\n<p><strong>Missions:<\/strong><\/p>\r\n<ul>\r\n<li>management of correspondence and archives;<\/li>\r\n<li>protocol, reception, and security of the SDO;<\/li>\r\n<li>relations with the media;<\/li>\r\n<li>management of honors and matters relating to arms and ammunition.<\/li>\r\n<\/ul>\r\n<h3>2. General Affairs Service<\/h3>\r\n<p><strong>Responsibilities:<\/strong><\/p>\r\n<ul>\r\n<li>budget management and allocation of funds;<\/li>\r\n<li>procurement, supplies management, and inventory accounting;<\/li>\r\n<li>maintenance of buildings and equipment;<\/li>\r\n<li>communication and transport facilities.<\/li>\r\n<\/ul>\r\n<h3>3. Administrative, Legal and Political Affairs Service<\/h3>\r\n<p><strong>Areas of responsibility:<\/strong><\/p>\r\n<ul>\r\n<li>security and public order;<\/li>\r\n<li>public freedoms, political parties, and associations;<\/li>\r\n<li>civil status, population, and nationality matters;<\/li>\r\n<li>traditional chiefdoms;<\/li>\r\n<li>management of departmental personnel;<\/li>\r\n<li>State property and land affairs;<\/li>\r\n<li>reproduction and dissemination of laws and SDO acts.<\/li>\r\n<\/ul>\r\n<h3>4. Economic and Financial Affairs Service<\/h3>\r\n<p><strong>Missions:<\/strong><\/p>\r\n<ul>\r\n<li>economic documentation;<\/li>\r\n<li>economic and statistical reporting;<\/li>\r\n<li>monitoring of production, marketing, prices, and market bulletins;<\/li>\r\n<li>transport matters;<\/li>\r\n<li>preparation of civil services budgets;<\/li>\r\n<li>public procurement;<\/li>\r\n<li>local taxation (flat\u2011rate tax, fees, fiscal census).<\/li>\r\n<\/ul>\r\n<h3>5. Social and Cultural Affairs Service<\/h3>\r\n<p><strong>Fields of action:<\/strong><\/p>\r\n<ul>\r\n<li>civil, social, and family protection;<\/li>\r\n<li>employment and labor;<\/li>\r\n<li>urban planning and housing;<\/li>\r\n<li>youth, sports, and recreation;<\/li>\r\n<li>tourism, arts, and crafts.<\/li>\r\n<\/ul>\r\n<h3>6.
