It is headed by a <\/span><strong style=\"font-size: 16px;\">Divisional Officer (DO)<\/strong><span style=\"font-size: 16px;\">, a senior civil servant appointed by <\/span><strong style=\"font-size: 16px;\">decree<\/strong><span style=\"font-size: 16px;\">, assisted by a <strong>DO<\/strong> <\/span><strong style=\"font-size: 16px;\">Deputy<\/strong><span style=\"font-size: 16px;\">.<\/span><\/p>\r\n<div>\r\n<p>The DO resides in the <strong>subdivision headquarters<\/strong>.<\/p>\r\n<hr \/>\r\n<h2>The Role of the Divisional Officer<\/h2>\r\n<p>The DO:<\/p>\r\n<h3>1. Represents the State in the Subdivision<\/h3>\r\n<p>He embodies State authority and ensures the <strong>implementation of laws, regulations, and Government decisions<\/strong> at the local level.<\/p>\r\n<h3>2. Ensures the Maintenance of Public Order<\/h3>\r\n<p>Within the legal framework, he takes all necessary measures to guarantee <strong>security and social peace<\/strong> and may requisition law\u2011enforcement forces in accordance with prevailing regulations.<\/p>\r\n<h3>3. Coordinates Local Public Services<\/h3>\r\n<p>Under the authority of the Senior Divisional Officer (SDO), he <strong>supervises, coordinates, leads, and controls<\/strong> the activities of decentralized civil public services established in the subdivision (excluding the judiciary).<\/p>\r\n<h3>4. Exercises Regulatory Authority<\/h3>\r\n<p>He issues <strong>decisions within his area of competence<\/strong>, exercising delegated regulatory power<\/p>\r\n<h3>5. Manages Personnel Assigned to the Subdivision<\/h3>\r\n<p>He evaluates staff of both local public services and the DO Office, applies disciplinary procedures, ensures continuity of public service, and grants leave or permissions in accordance with applicable regulations<\/p>\r\n<hr \/>\r\n<h2>The DO Deputy<\/h2>\r\n<p>The DO is assisted by a <strong>Deputy<\/strong>, who <strong>acts as interim head<\/strong> in the event of absence or temporary incapacity.<\/p>\r\n<hr \/>\r\n<h2>Organization of the DO\u2019s Office<\/h2>\r\n<p>The functional structure of the DO&#8217;s Office consists of a <strong>Private Secretariat<\/strong> and <strong>three specialized offices<\/strong>, each headed by a Section Head.<\/p>\r\n<h3>1. Private Secretariat<\/h3>\r\n<p>Headed by a <strong>Private Secretary<\/strong>, its missions include:<\/p>\r\n<ul>\r\n<li>management of confidential correspondence;<\/li>\r\n<li>protocol, reception, and security of the DO;<\/li>\r\n<li>relations with the media;<\/li>\r\n<li>honors and awards;<\/li>\r\n<li>execution of special assignments entrusted by the Sub\u2011Prefect.<\/li>\r\n<\/ul>\r\n<h3>2. General Affairs Office<\/h3>\r\n<p><strong>Missions:<\/strong><\/p>\r\n<ul>\r\n<li>correspondence, archives, and transmissions;<\/li>\r\n<li>management of subdivision personnel;<\/li>\r\n<li>registration and conservation of acts signed by the DO;<\/li>\r\n<li>public procurement and administrative housing;<\/li>\r\n<li>communication and transport facilities;<\/li>\r\n<li>preparation of the DO\u2019s Office budget and inventory accounting.<\/li>\r\n<\/ul>\r\n<h3>3. Administrative, Legal and Political Affairs Office<\/h3>\r\n<p><strong>Missions:<\/strong><\/p>\r\n<ul>\r\n<li>reproduction and dissemination of laws and regulations;<\/li>\r\n<li>drafting of the DO\u2019s acts and administrative policing;<\/li>\r\n<li>litigation matters;<\/li>\r\n<li>exercise of public freedoms;<\/li>\r\n<li>civil status and nationality;<\/li>\r\n<li>defense, public order, security, and civil protection;<\/li>\r\n<li>traditional chiefdoms;<\/li>\r\n<li>State property matters, permits, authorizations, and licenses.<\/li>\r\n<\/ul>\r\n<h3>4.
