Chaired by Governor Awa Fonka Augustine, this important session assesses the overall situation of the region halfway through the year 2026 and sets out the major guidelines for the months ahead, in a context marked by infrastructure evaluation and a call to order for public servants.\r\n

A Warm Welcome and a Solemn Official Opening<\/h2>\r\nThe event began with an especially warm welcome extended to the Governor of the West Region and his delegation\u2014first at the entrance to the Haut-Nkam Division in Banka, and then in the heart of the Bakou district. Local authorities, the population, and an exceptional mobilization of the active forces of Haut-Nkam in general and Bakou in particular came out in large numbers to mark the opening of this regional gathering. Traditional rulers, custodians of culture and land, also turned out massively for this major event.
The protocol phase opened with a welcome speech by the Mayor of the host municipality, who warmly expressed gratitude for the selection of his council to host these essential regional meetings. This was followed by the official opening address delivered by His Excellency Governor Awa Fonka Augustine.
In his speech, the region\u2019s top authority presented a rigorous, comprehensive, and uncompromising assessment of his administrative unit, structured around several key areas.\r\n

Security, State Discipline, and Major Road Projects<\/h2>\r\nOn the security front, the Governor firmly noted the persistence of serious crime and the threat posed by armed bandits<\/strong>. He strongly condemned the consumption and trafficking of cannabis, which is damaging to the youth, while also expressing concern about the illegal circulation of weapons in the region.
In response to these challenges, the Governor expressed a strong desire for law enforcement forces to continue and intensify their operations on the ground. He also emphasized that vigilance committees must be strengthened and revitalized across neighborhoods.\r\n

Ethics and the Proper Functioning of Public Services<\/h2>\r\nOn governance, the Governor highlighted the strict holding of disciplinary councils<\/strong> targeting civil servants in the West Region. He made his position clear: firm and exemplary sanctions will be imposed on all public officials who are frequently absent and fail to effectively perform their duties.
Continuing his address, the administrative authority assessed the political situation, noting a climate of serenity and ongoing dialogue, before turning to the socio-economic situation through the lens of road infrastructure.
In this regard, he reviewed major projects opening up the region, specifically commending the completion of the Dschang cliff works.
For the host division of Haut-Nkam, he emphasized progress on the Bafang-Nkondjock road, whose first phase has been completed, as well as ongoing urban road paving projects in the city of Bafang.
He also highlighted the strategic importance of opening up the major agricultural basin of Bakassa and praised the construction of the Bandja\u2013Fodjomokouet\u2013K\u00e9k\u00e9m road, key projects for the local economy.
Finally, after acknowledging the region\u2019s sporting achievements driven by dynamic youth and local athletic development, the Governor reviewed the regional health plan, laying the groundwork for ongoing medical reforms.
A solemn family photograph was taken to commemorate this moment of institutional and community unity, just before the start of the technical phase.\r\n

Proceedings in Session: Five Themes with High Interactivity<\/h2>\r\nFollowing the introductory presentations, the actual working sessions began indoors, marked by a highly interactive dynamic between participants and sectoral administrations\u2014representing a real shift in how such meetings are conducted.
The first presentation<\/strong>, focusing on the involvement of traditional rulers in land management and delivered by the Regional Delegate of State Property, Surveys, and Land Affairs, received considerable attention. Discussions raised numerous questions, particularly regarding the necessity and regular occurrence of field visits by competent commissions when land disputes arise.
The second presentation<\/strong> addressed the implementation of powers transferred to decentralized territorial communities. It was delivered by the Regional Delegate for Decentralization and Local Development, with the aim of improving local governance.
The third presentation<\/strong>, delivered by the Regional Delegate for Transport, examined the challenges of prevention and road safety in the West Region to ensure the long-term security of transport routes.
Participants then followed the fourth presentation<\/strong>, which focused on the impact of the general population census on the public budget and was delivered by the Regional Delegate for Economy, Planning, and Regional Development.
Finally, the fifth and last presentation<\/strong>, delivered by the Regional Delegate for Public Health for the West Region, assessed the progress and prospects of Universal Health Coverage, echoing the health plan previously outlined by the Governor.

Next Steps<\/h3>\r\n

Tomorrow, the proceedings will continue behind closed doors and will be dedicated to the Operational Coordination Committee for law enforcement (CCO).
