The DO Offices

The DO resides in the subdivision headquarters.

The Role of the Divisional Officer

The DO:

1. Represents the State in the Subdivision

He embodies State authority and ensures the implementation of laws, regulations, and Government decisions at the local level.

2. Ensures the Maintenance of Public Order

Within the legal framework, he takes all necessary measures to guarantee security and social peace and may requisition law‑enforcement forces in accordance with prevailing regulations.

3. Coordinates Local Public Services

Under the authority of the Senior Divisional Officer (SDO), he supervises, coordinates, leads, and controls the activities of decentralized civil public services established in the subdivision (excluding the judiciary).

4. Exercises Regulatory Authority

He issues decisions within his area of competence, exercising delegated regulatory power

5. Manages Personnel Assigned to the Subdivision

He evaluates staff of both local public services and the DO Office, applies disciplinary procedures, ensures continuity of public service, and grants leave or permissions in accordance with applicable regulations

The DO Deputy

The DO is assisted by a Deputy, who acts as interim head in the event of absence or temporary incapacity.

Organization of the DO’s Office

The functional structure of the DO’s Office consists of a Private Secretariat and three specialized offices, each headed by a Section Head.

1. Private Secretariat

Headed by a Private Secretary, its missions include:

• management of confidential correspondence;
• protocol, reception, and security of the DO;
• relations with the media;
• honors and awards;
• execution of special assignments entrusted by the Sub‑Prefect.

2. General Affairs Office

Missions:

• correspondence, archives, and transmissions;
• management of subdivision personnel;
• registration and conservation of acts signed by the DO;
• public procurement and administrative housing;
• communication and transport facilities;
• preparation of the DO’s Office budget and inventory accounting.

3. Administrative, Legal and Political Affairs Office

Missions:

• reproduction and dissemination of laws and regulations;
• drafting of the DO’s acts and administrative policing;
• litigation matters;
• exercise of public freedoms;
• civil status and nationality;
• defense, public order, security, and civil protection;
• traditional chiefdoms;
• State property matters, permits, authorizations, and licenses.

4. Local Development Support Office

Missions:

• economic reporting and monitoring of indicators;
• support to development committees and associations, participatory planning, and poverty reduction;
• production, marketing, prices, and market bulletins;
• issuance and control of business licenses and permits;
• public health and sanitation;
• youth and sports, games and leisure;
• management of local economic, social, and cultural issues.
