The Governor

The Governor is the representative of the President of the Republic, the Government, and each Minister in the Region. He is the guarantor of the presence of the State, the maintenance of public order, the implementation of laws, and the coordination of regional public services.

He is appointed by Presidential Decree.

Role and Missions of the Governor

The powers of the Governor are defined under Articles 4 to 15 of Decree No. 2008/377 and fall into five main areas.

1. Representation of the State

The Governor:

  • represents the State in all acts of civil life and before the courts;
  • ensures the institutional presence of the State throughout the Region.

2. Maintenance of Public Order

He:

  • ensures compliance with and enforcement of laws and regulations;
  • guarantees security, social peace, and stability;
  • exercises authority, within the framework of the law, over the police, gendarmerie, and armed forces.

3. Coordination of Decentralized State Services

The Governor supervises:

  • civil State services in the Region (excluding the judiciary);
  • the functioning of public administrations placed under his authority.

He is ex officio chairperson of administrative and technical commissions attached to decentralized State services.

4. Regional Development

He ensures:

  • the implementation of economic, social, and cultural development plans;
  • support for regional planning and assistance to local authorities.

5. Regulatory Powers

He issues:

  • orders and decisions within his area of competence.

Organization of the Governor’s Services

The Governor’s Administration is structured around four main units.

1. Private Secretariat

Placed under the authority of a Private Secretary, appointed by decision of the Governor, it is responsible for:

  • managing confidential correspondence;
  • handling the Governor’s reserved matters;
  • maintaining communication facilities.

2. The Governor’s Cabinet

Headed by a Chief of Cabinet, it includes the following services:

  • Communication Service (regional image, press relations, documentation);
  • Protocol Service (ceremonies, honors, consular relations);
  • Security Service (personal protection, arms management, liaison with law enforcement agencies).

Overall missions:

  • organization of missions, travels, and audiences;
  • processing of special files;
  • management of the Governor’s security.

3. Regional Inspectorate General of Services (RIGS)

Role:

  • internal control of the Governor’s services, Prefectures, and Sub‑Prefectures;
  • evaluation of the performance of decentralized services;
  • fight against corruption;
  • organization of inspection missions and drafting of reports for the central authority.

The RIGS comprises:

  • one Inspector General;
  • two Inspectors specialized in prefectoral administration and technical services.

4. General Secretariat of the Governor’s Services

The Secretary General is the Governor’s principal collaborator. He is a senior civil servant appointed by Presidential Decree. He holds delegated signing authority and oversees the following services:

  • Reception and Mail Service
  • Documentation, Archives and Translation Service
  • Financial Affairs and Logistics Service

• Divisions

  • Administrative and Legal Affairs
  • Police and Administrative Organization
  • Economic, Social and Cultural Affairs
  • Regional Development, including supervisory authority over the Region and its public establishments

Cross‑cutting missions:

  • coordination of services and programming meetings;
  • management of personnel and archives;
  • production of reports and management tools.
